If it doesn’t, it is likely a moving company scam.
Below-Average Quote

Scammers often offer these lower prices, but then charge much more later when your items are loaded on the truck.

A moving company that insists on immediate contract signing is a big red flag. Scammers typically pressure customers into signing quickly to prevent questions or inquiries.

These are detailed, legally-binding documents that spell out the services and cost agreement between the customer and the company. A scam moving company may offer you a blank contract or fail to give you a contract at all. 
No In-Person Estimates
To give you an accurate quote, moving companies must conduct an in-home estimate. There’s no way to give an accurate quote without taking inventory of all your possessions, so a moving company that tries to give you a quote over the phone is a scam.
Demand for Full Payment Upfront
A legitimate moving company typically requires a deposit before the move, and the balance is due upon delivery on moving day. If a moving company demands the full payment upfront, it is likely a scam. This is particularly true if the payment is below other quotes you received.
